Add CLI build scripts, README docs, and tsconfig referenceagent-cli

- package.json: add build:cli, typecheck:cli, test:cli scripts
- README.md: add "Headless / Agent Mode (CLI)" section with full docs
- tsconfig.json: add tsconfig.cli.json reference
