+## Kalmar Union (卡尔马联盟)
+
+**Government**: Shared-crown confederacy (Denmark + Norway + Sweden, each with own parliament)
+**Capital**: Copenhagen (rotating/shared?)
+**Tier**: 1.5 (Swedish iron industry + arms manufacturing + Norwegian shipping)

+**Core gameplay**: Maintain the confederacy. Three crowns, three parliaments, three agendas.
