# Northern Ulus (北方兀鲁思) — V3 Start 1836
## Basic Info
- **Official Name**: Northern Ulus (北方兀鲁思 / Khoitu Ulus)
- **Capital**: Novgorod (诺夫哥罗德 — the conquered republic, now princely seat)
- **Head of State**: Prince of the Northern Ulus (北方亲王 — Great Khan's appointed kinsman, reduced powers since ~1570s coup aftermath)
- **Status**: **Vassal/subordinate territory of the Great Khanate** — NOT independent. Own administration but constrained: military limited, trade revenue shared with Volga, no independent foreign policy.
- **Government**: Princely autocracy. The prince rules through appointed officials. Remnant of Novgorod's old merchant families serve as administrators (the republican spirit suppressed but not dead).
- **State Religion**: Volga Orthodox (officially). Constantinople Orthodox sympathy (underground, especially among old Novgorod families).
- **Technology Tier**: 3 (same as Great Khanate, maybe marginally better — Baltic trade contacts bring some Western goods/ideas)
- **Population**: Small-medium (~5-8M? Novgorod region + Baltic coast + northern territories)
- **Literacy**: Moderate (higher than Great Khanate average — Novgorod's educational tradition survived suppression)
## Territory
```
Arctic coast (sparsely populated)
│
Kola Peninsula (fur trade, fishing)
│
Northern forests (timber, some mining)
│
NOVGOROD (capital — princely seat, trade hub)
│
Ladoga region
│
Baltic coast (Estonia/Latvia — managed by the Ulus)
├ Former Novgorod proxy territories
├ Fur/timber exports to Germany and Kalmar
└ The Ulus's economic lifeline
│
Finnish borderland (vs Kalmar Union — ongoing low-intensity friction)
```
## Why It Matters: The Sleeping Coup
### Historical Precedent: ~1570s
```
What happened:
├ Great Khanate in crisis (post-Black Death, economic decline)
├ Northern Ulus prince (Great Khan's SON) marched on Volga
├ Seized the throne → became new Great Khan
├ Northern Ulus was then given to a new, weaker prince
└ Powers reduced to prevent it from happening again
Key lesson: The Northern Ulus HAS DONE THIS BEFORE.
Every prince since has been watched, constrained, limited.
But the INSTITUTIONAL MEMORY is there.
The current prince knows his ancestor took the throne.
The Volga court knows it too → mutual suspicion.
```
### Current Situation (1836)
```
The prince:
├ Genghisid blood (Great Khan's kinsman — legitimate succession claim)
├ Reduced military (Volga limits his garrison size)
├ Shared revenue (Baltic trade profits partly sent to Volga)
├ No foreign policy (can't ally with Germany or Kalmar independently)
├ BUT: still commands local loyalty (Novgorodians prefer a local prince to distant Volga)
├ AND: Baltic trade gives him independent economic awareness
├ AND: proximity to Europe gives him IDEAS (German federalism, English parliament, etc.)
└ He is waiting. Every Northern Ulus prince for 260 years has been waiting.
```
## Core Gameplay: The Waiting Game
### As a Player
```
Playing as Northern Ulus = playing the LONG GAME.
You start as: a constrained vassal with no army, limited money, no foreign friends.
You wait for: the Great Khanate to enter crisis.
Phase 1: PREPARE (1836 → whenever crisis hits)
├ Build loyalty: treat Novgorodians well, support local merchants, fund education
├ Build wealth: maximize Baltic trade (carefully — Volga monitors revenue)
├ Build connections: secret contacts with Germany? Kalmar? England?
│ (If Volga catches you → severe punishment: prince replaced, powers further reduced)
├ Build military: slowly expand guard forces beyond permitted levels
│ (Disguise as: "militia for Finnish border defense")
└ Watch the clocks: Volga's serfdom crisis + ethnic tensions → WHEN will it break?
Phase 2: THE MOMENT (Great Khanate crisis event fires)
├ Triggers: serfdom reform fails → revolution; or Ukrainian uprising → civil war;
│ or Polish revolt + external war simultaneously → system overload
├ When crisis fires → Northern Ulus gets a DECISION EVENT:
│
│ "The Great Khanate is in chaos. The throne is contested.
│ Your ancestor seized the throne in [1570s].
│ Will you repeat history?"
│
│ Option A: MARCH ON THE VOLGA (repeat the 1570s coup)
│ → Raise all available forces
│ → March south toward Sarai
│ → If you reach the capital before other factions consolidate → SEIZE THE THRONE
│ → Become the new Great Khan
│ → Risk: if you fail → executed, game over
│
│ Option B: DECLARE INDEPENDENCE
│ → Break away from the Khanate entirely
│ → Establish independent Northern Ulus state (Novgorod Republic restored?)
│ → Safer than coup but smaller prize
│ → Join the European state system (ally with Germany/Kalmar/England)
│
│ Option C: STAY LOYAL
│ → Support whoever is the legitimate claimant in the civil war
│ → Hope for reward (expanded powers? More autonomy?)
│ → Safest but least exciting
│
Phase 3a: IF COUP SUCCEEDS → THE GREAT REBUILDING
```
### The Great Rebuilding (Phase 3a: New Great Khan from the North)
```
You seized the throne. You are now Great Khan.
Congratulations — you've inherited a collapsing empire.
The state of the Great Khanate when you take over:
├ Civil war damage (armies fought, cities burned, infrastructure wrecked)
├ Serfdom crisis UNRESOLVED (whatever caused the civil war is still there)
├ Ethnic groups in open revolt or demanding concessions
├ Poland probably declared independence during the chaos
├ Wallachia/Moldavia may have broken away
├ Mongolia-Magyars in Hungary → either your best allies or declaring their own khanate
├ Industrial capacity: near zero (what little existed was damaged in the war)
└ International situation: Germany/England eyeing territory, Italy probing Balkans
YOUR APPROACH: Stalinist industrialization (without the name)
"The 1570s prince Europeanized the surface.
This time, we industrialize the core."
The Northern Ulus prince has seen Europe (Baltic trade contacts).
He knows what industrialization looks like.
He knows the Great Khanate failed because it never industrialized.
His solution: FORCE industrialization through state command.
```
### The Command Economy Path (国家经济体制)
```
Historical parallel: Stalin's Five-Year Plans / Peter the Great's reforms
But with this world's technology and this world's problems.
Step 1: ABOLISH SERFDOM BY DECREE
├ No gradual Stolypin reform — just END it
├ Former serfs become state workers (not free farmers — state directs labor)
├ Land nationalized (taken from Mongol landlords who backed the losing side in civil war)
├ Mongol landlord class: destroyed or co-opted into state bureaucracy
└ This is BRUTAL but fast
Step 2: MASS MOBILIZATION
├ Freed serfs organized into labor battalions
├ Sent to: build railways, build factories, build dams, build cities
├ Conscript labor — not slavery but not freedom either
├ "The state feeds you, houses you, and directs your work"
├ Mortality: HIGH (harsh conditions, inadequate supplies, brutal pace)
└ "People are the fuel of industrialization"
Step 3: IMPORT TECHNOLOGY
├ Use whatever treasury remains + Baltic trade revenue
├ Buy: German machinery, English electrical equipment, even Song steam technology
├ Hire: foreign engineers (German, English, Bohemian)
├ Build: steel mills, railways, telegraph lines, weapons factories
└ Priority: MILITARY industry first (need army to defend the state)
Step 4: MEGA-PROJECTS
├ Trans-Khanate Railway: Novgorod → Moscow → Volga → Kazakhstan
│ Built by mass labor, thousands die in construction
├ Volga Dam / Irrigation: control flooding, generate power?
├ New Industrial Cities: built from nothing in Ukraine/Kazakhstan
│ (Magnitogorsk equivalents — steel cities rising from empty steppe)
└ Each project: enormous human cost, enormous national benefit
Timeline: 20-30 years to drag the Great Khanate from Tier 3 to Tier 2
Cost: MILLIONS of lives (overwork, famine, displacement)
Result: a brutal but functional industrial state
V3 mechanic:
├ Command Economy modifier: +industrial growth, −population happiness, −international reputation
├ Mega-Project decisions: each one → progress bar (years of construction)
│ → Random events: construction disasters, worker revolts, engineering breakthroughs
├ Human Cost counter: visible tracker of lives lost to industrialization
│ → If too high → internal legitimacy crisis ("we're killing our own people")
│ → If too low → progress too slow → external threats catch up
└ The eternal question: is it worth it?
```
### Phase 3b: Independent Northern Ulus (if coup not taken)
```
Much smaller state. Just the Novgorod region + Baltic coast.
But: free from serfdom (Novgorod never had the Ukrainian-style serf estates)
Potentially: restore some Novgorodian republican traditions?
Join European state system → trade with Germany, Kalmar, England
A small Baltic trading state, ~5-8M people
Similar to: historical Finland or Baltic states
Less dramatic but more sustainable than the coup path
```
## Flavor
### The Prince Who Waits
- Every Northern Ulus prince for 260 years has grown up knowing: "Your ancestor took the throne."
- The current prince: educated, European-influenced (Baltic connections), patient
- He maintains a facade of loyalty to the Volga
- But his private library has German constitutional texts, English economic treatises, Italian engineering manuals
- "When the moment comes, I will be ready. My ancestor had only cavalry. I will have a PLAN."
### Novgorod's Ghost
- The veche bell was removed in the 1360s (when the republic was crushed)
- But Novgorodians REMEMBER
- The bell is hidden somewhere (legend? or real?)
- "When the bell rings again, Novgorod will be free"
- If Northern Ulus declares independence → possible event: "The Veche Bell Found"
→ Enormous morale boost + symbolic restoration of republican tradition
### The Baltic Window
- Northern Ulus's Baltic coast = "window to Europe" (before Peter the Great, there was this prince)
- German merchants in Riga/Tallinn-equivalents
- Kalmar traders from across the sea
- European newspapers, books, ideas flowing in through Baltic ports
- The most "European" part of the Great Khanate — and the most dangerous (from Volga's perspective)
## Relationships
| Country | Relationship | Notes |
|---|---|---|
| Great Khanate (Volga) | **Suzerain / target** | Ostensibly loyal vassal. Actually: waiting for the moment to strike or break free. |
| Germany | **Secret friend** | European ideas flow through Baltic trade. Germany would love a friendly state on GK's flank. Cannot formalize (GK would punish). |
| Kalmar Union | **Trade partner / frontier rival** | Finnish border friction. But also: Baltic trade = Northern Ulus's economic lifeline. Complex. |
| England | **Distant potential patron** | England supports anything that weakens the Great Khanate. Might fund the coup/independence. |
| Novgorod people | **Internal constituency** | The old republican families: suppressed but the prince needs their administrative expertise and loyalty. Treating them well = building the foundation for Phase 2. |
